I have never done a pulldown either (live in PAL land and have been lucky).
Puldown has nothing to do with elementary streams or program streams.
It's just that it can't be performed...

That means you can only use such a tool on an m2v file and not on an mpg file.
So do encode your video with tmpgenc and before you mux it with your audio, run the pulldown utility on...
