No, there are no audio encoders that can read avs scripts from what I know.
But if you know the audio delay in miliseconds then you can use headac3he to accomplish...

Hi,
From my point of view that's not a so bad thing.
Encode the video with tmpg and encode the audio with headac3he.
The best at video and the best at audio.
Use VirtualDub to extract the audio...
