Mencoder is not like avisynth : all filters are internal and are used or not used according to the parameters you put on the command line.
This line is generated by mencoderME but I don't know this...

I can't really help you so because I dropped this encoder due to all its problem (as you can see :-)).

Note: 4fps as encoding speed ? Are you using an old PC or do you hve a lot of filters...

Because this arrive when you have a 23.976 source than you try to encode into 25 fps for instance.

I can't tell you if you can cotinue...
