Of course not.
What is your source ? A DVD ? Then you don't need any decompressor but DVD2AVI and avisynth (and XVID codec as YV12 handler. don't ask why).

The problem on your system is that you don't have the good decompressor !
But DVD2SVCD is using Directshow, and you seems to have a DS filter that can handle this...

Absolutly nothing can do that. You should do something wrong when you use tmpgenc manually. DVD2SVCD just call tmgenc, it does nothing on any dll.
The main diff is probably in the script you use...

and FYI2 : DVD2SVCD is really bad to do KVCD (prediction engine way too inacurrate with tmpgenc, I don't know with CCE).
