You can use ffdshow (http://sourceforge.net/projects/ffdshow-tryout/) to decode a lot of formats, including MPEG1. Possibly not the best thing it can do, but that enought to look at a video on the...

Never use the resize internal to tmgpenc, and moreover the clip frame settings. Use avisynth for that and Paranoia to get the correct resize settings.
