AVCHD is very strict, as was DVD, but players stick more to the standard than it was with DVD. So limit yourself to exact HD reso, that is 1080 or 720 lines and 1920 or 1280 rows.

let ACVHD to HD, there is no real need to convert SD MPEG2 to HD AVCHD.

Anyway if you really want to, I would suggest upsize with spline36 rather than lanczos, and use Limitedsharpen after resize.
