It funny to see that a tool that was aimed to Divx/Xvids now opens to other codecs (I see On2 VP7 in the changelog). After all this time, people finally learn to use their eyes :)

Because there is not reason in the mpeg codec protocol that you can't do that. And all encoder can actually do CBR.
