No there is not. The "sub" file is a set of bitmaps ! They are GRAPHICS ! That means that you need to edit the *picture* if you want to change anything in it.

That is why there is no programm that...

If it's a text based format, any text editor.
If a graphic based one, you should take a good picture editor but I guess you zon't even try ;-)
