KVCD: converting 23fps to 29.976fps causes audio sync errors?

to properly play kvcd3 on my apex player I needed to change the resolution to 480x480 on my movies. I noticed some jerkiness so I upped the fps to 29.976. now when it plays smooth, but the audio is...
