VBV value is assigned inside MencodeMe, it's not in the templates.
VM did a good work, following advise by kwag, and with resolution greater than 480 it gives a VBV of 112 (buf_size=917). But...

Please, correct me if wrong: KVCD is mpeg1 format, and SKVCD is mpeg2 format, is that OK?.
VBV size is about 40 for KVCD and 112 for SKVCD, isn't it?.

Other not-bug report, when I select a PAL...

Other not-bug report,
when I select a PAL resolution output (528x576 for instance), in the temp.conf there's OFPS=25 (that's OK) but it keeps keyint=24.
It would be great that, if we choose a PAL...

Well VM, it's not exactly a bug, as it works, but in temp.conf (is it used by mencodeme?) there appears twice mbqmin=1.
Just one needed :)
