TMPGEnc: 24000hz audio?

hi i'm new to this but i opened my avi file in virtual dub and it tells me that the audio is 24000 hz but in tmpeg the lowest i can go is 32000hz..I'm using tmpeg plus 2.58..how do i get it down to...
