OK,
here it is (vb6 implementation)
This code fire up BITRATEVIEWER, gets the MPEG info and copy it to the clipboard and then writes that info in VSETTINGS.TXT

In fact, BITRATEVIEWER was only needed to get MPEG information of the original movie (Chroma format, DCT precision, Pic. structure, Field topfirst, DCT type, Quantscale, Scan type,...
