Well Telecide() is the perfect one for Telecined Movies which where original shot on Film.
In regular (and so it should be), the station takes a 23.976 Movie, performs a Field(or phase) shift which gives that interlaced "look" (to explain in esay words) and they do perform a Pulldown by adding frames (blending technology) so they get a broadcastable 29.976 TELECINED material.
And exactly that do the decomb commands in case of regular and right telecined material:
Telecide() # restores to the orig "FRAMES" by doing a reverse field shift, which does NOT mean that it just deinterlaces in a way usually done by i.e. Fielddeinterlace(), cause fielddeinterlace doesnt "restore" it blends or interpolates between fields. And thats why we don't just use Telecide() on really interlaced material, even if it gots parameters to ged rid of interlaced artifacts which have been left after a reverse field shift. Because there are many tricky ways how orig framerates are converted to 29.976,
Get a Capture from maybe same disney donald duck movies and do a step by step preview in Vdub. You will see that there WON'T be a coninously frame by frame movement even if the pulldown is reversed by Decimate() to 23.976!
Most cartoons do have doubled fields in not heavy motion areas.
So a step by step preview will look like that only every SECOND frame happens a movement, cause on cartoons our eyes won't recognise that.
Ok, on new computerbased cartoons a real framerate of 23.976 can be generated incl. motion blur but do you really think those old-school cartoonmakers did make 24 pics for one second?
And thats i.e. where a post=true of Telecide() attacks those commbings which have been left after reverse fhield shifting,

Well it really depends on the movie and WHATS his origin!
As you explained your workout (which I didn't understand by language that correct now) just try it.
But I don't know why you're still using just Vdub in case of dealing with avisynth afterwards??
Just do write your import script using FitCD, and open that avs in
VirtualDubMOD!, then goto "tool" and script editor.
Now you can see your avs where that stream bases on and you can directly do your changes and after hitting F5 you get a 1:1 preview. NICE!
And another Bonbon is, that you dont need anymore that vcf2avs!
Go in that script editor window under "edit" and choose "import framesets as trims" after you did cut your movie using the known way of VdubMod before.
Pong!: The correct Trim() commands will be added (cuts taken from VdubMods cut settings you did). Hit again F5 to update the frameserver and After that go into the regular VdubMod window and choose in "edit" .."reset frame subsets". Voilá now you have the correct trimmed movie and right trimmed via your avs file.
Now you can go under Streams and Streamlist in VdubMod and save your audiopart as uncompressed wav
