(I hope I understood your question well)
The Authoring Program reads the header of the input mpeg, by this it can recognise the state of resolution and if its legal or not....

Also the max frames per GOP has to be 15 (PAL) or 18 (NTSC)!
As you maybe encoded all your KVCDs to KVCD! specs which means regulary 24 frames per GOP. But you have to try maybe your player supports...
