For purpose of this conversation, "scanning" means it can read jitter/PI/PO values, not simple scans.
New drives can't really do it anymore. Older drives were best. But you must be certain the drive is fine to trust results. So a used drive may have unknown problems.
Samsung drives can't scan media.
For scanning, the best drives were never low priced. That was Samsungs and LGs, which cannot scan.
BenQ was best. LiteOn worked, but had skewed results. Plextor is overhyped.
This isn't something that I have time to research, especially since you're not able/willing to buy from places like
Newegg in North America or Europe. South America never had much choice in optical drives and discs.
