Broken forum thread, not opening?

Wasn't sure where to post this so move if appropriate.

This forum thread seems to be broken somehow? Trying to open it just ends up with "website not redirecting correctly" or similar depending on browser.
(Post named Panasonic AG1980 “white streaks” in the video hardware repair subforum)
It also only has one view which suggests no one else is able to access it either.

Guessing it may have something to do with the quotes (") in the title breaking the permalink somehow?

Yes, a quick inspection shows this is probably the case, interestingly the URL contains the escaped character for a square-bracket (%93) when a single quote (%39) may be intended - that said it would be a bizarre error so I would chalk that to coincidence. Neither work.
