To burn VCD with Nero just use the templates either KVCD or KVCD plus and uncheck the box "Create Standard Compliant CD". Does it mean i dont have to change any settings i.e. frame size from 704x480 to 352x240 or framerate from 23.xx to 29.97 and it would still play on most DVD/VCD player?

I don't mean to be redundant just trying to save some discs .

As long as your DVD player supports the extended resolutions and MPEG-1 VBR, then it should play.
