like 85 to 90? I would assume the blur loses some detail for compression purposes, but with a high CQ can it actually decrease quality?

The first thing I would drop if I have such high CQ, would be the luma blur. The chroma blur can stay here as it is not really noticable on the screen so it doesn't hurt
