It depends what you want to do. If you want the best quality on a low budget card, and you have a large drive to capture, go with a WinTV GO and capture to AVI with the Huffy CODEC. Then compress off-line with TMPEG. If you want real-time compression, you can also use the same card with something like WinDVR. It's pretty good software, but VCD quality is not so good. The SVCD quality is pretty good. I've read that the WinTV PVR real-time capture is not very good as far as quality is concerned. Basically just about any card that has a BT-878 chip set, combined with the BTWINCAP drivers (
http://btwincap.sourceforge.net ) does a pretty descent job.
