Because we got tired of answering questions that the developers should have been around to answer.
They didn't show up, so we can't support the products.

Yeah this app has been considered dead for ages now. It's a shame but that's life I guess.

We removed all references from the server.
The program was outdated and with bugs.
Use CQMatic, which superceeded both ToK and ACP.

Could it be hosted in downloads anyway, let's say as a "museum" utility despite we don't give support about it any more?
I would like to have it and so I could learn something of its working way.

I no longer have a copy.
The sources were never published, so we can never tell what algorithms were used for CQ calculations, etc.
As for functionality, both programs required strict settings, which is the reason I made CQMatic, because I put the flexibility in the user's hand by letting anyone set any parameter they want in the encoder (TMPEG), and CQMatic just automates the process.
In contrast, for ACP and ToK you had to set the parameters in the programs, which then changed TMPEG's configuration files.
This was a serious limitation because you could only set up certain settings in the programs. I recall one of the programs couldn't even do MPEG-2 because it didn't have a setting for that!
And as for accuracy, CQMatic is far beyond more accurate then ACP or ToK, so we put them to rest

I agree CQMatic is by far the superior tool out of the other two 'outdated' tools and CQMatic is still being developed if needed by Karl
I don't make many KVCD's any more since I got my DVD burner and now prefer to make 2 or 3 movie KDVD's but if I were to make a KVCD you can't bet your life CQMatic would be the tool for me and Calcumatic is another great tool by Karl for calculating and prediction.
Also like Karl, said the flexability of CQMatic gives the users more choices to tweak TMPGEnc and the other two tools very restrictive as Karl said.
@Mister_hc
Did you know while you were away Hank315 named an encoder after you? It's called HC Encoder.
Lol, i'm only joking of course this is just a coincidence.

Actually, the name of the tool is "HC" and stands for "Hank315 Coder". If I'm not wrong

Can someone at least point a valid reason for needing ACP or TOK when there are newer and better tools for the job?
Just go get CQMatic/CalcuMatic package and you'll get the job done.
Cheers

Old guides that mention it and too few knowledge to go without the guide.

Yes, but it does it well at its time but crappy in ours. It's like asking for a VCR now that DVD recoder exists.
KVCD is "Advanced Video Conversion" and unfortunally this demand more than a all-in-one tool can afford.
