Hello!
I downloaded: KVCD From scratch – A Users guide v1.1 just to see it and learn new things
And I´ve seen a topic in http://www.kvcd.net/forum/viewforum.php?f=8 (do not remember wich one =[) that we must NOT use tmpgenc to encode(transcode?) from wav to mp2?!
Wow!? Before I got this forum, i´ve encoded many kvcd´s using tmpgenc for the mp2 audio
And they worked pretty fine! So, why to use headac3he/BeSweet to encode(transcode?) from wav to mp2 ? And, beside that, wich one is recommended ? Headac3he or BeSweet?

HeadAC3he and BeSweet are far better audio encoders than TMPEG's internal audio encoder.
To give you an example, an audio encoded with HeadAC3he at 128Kbps, sounds about the same as an audio encoded with TMPEG at ~160Kbps 
That's how good those encoders are 
Not to mention that the audio frequencies of DP II (Dolby Prologic II) are better kept with HeadAC3he and/or BeSweet, but not so with TMPEG.

Your wav is not a wav but more probably a wrongly demuxed mp3 stream extracted from a divx and badly called ".wav".
A wav is near 1 GB for 1h30min of movie. If your file is only some MB, then you should learn how to deal with a Divx first.
Am I right ?

But not asking here (about divx, I mean)
You can add toollame as external audio encoder and then encode with TMPGEnc in a straight way, with a better audio engine than TMPGEnc internal one.
Your audio will be converted in wav first (I don't know what program does it), and later in mp2. I like this way but you need to know how to manage audio in avs scripts, more if you are doing format conversion.

It is a wav extracted from a 20 min video, using Full Processiing Mode and PCM compression mode iin Virtual Dub
Well, I tried HeadAC3he 0.24aXX and it worked! Probably a bug in 0.23a.
Besides, laste version of HeadAC3he is 0.25a2

i cant read whatever language that is but even i can see where it tells you the password is untested

- Output Gain, wie auch global Gain wird *immer* berücksichtigt, auch im ersten Pass bei 2-pass. Meldungen von Azid über decoding overflows sind zu ignorieren, denn die tun nicht weh im 2-pass bzw bei hinreichend negativen global gain. (Im übrigen sollte HAC3 0.25 korrektes clipping durchführen.)
- Bei Nutzung von Resampling wird nun SSRC im ersten Pass mitberücksichtigt.
Getestet werden sollte:
- Wird LFE (bei downmix, bei seperater Spur) korrekt gemixt/verstärkt?
- Werden die input und output gain Parameter entsprechend s.o. richtig umgesetzt? (Testen, mit/ohne: Booster, ssrc, verschiedene Quellen, verschiedene Targets)
- Funktioniert der dumb 2-pass zuverlässig und werden dabei die output gains richtig umgesetzt?
Anhand der Testkombinationsmöglichkeiten sollte klar werden, warum ich keine große zeit dafür habe. Entsprechend hat jeder, der mir helfen will, auch die Möglichkeit dies zu tun. Man sollte sich dabei ein Bsp an LigH (siehe einige Seiten zurück) nehmen, wie sinnvolle bug-reports aussehen, so daß der Fehler schnell korrigiert werden kann.
Ich hoffe, ich habe nicht allzu viel Mist bei dem build gemacht.

I did not notice that =/ I looked over the whole page, but always straight down to the link. Nevertheless, DarkAvenger said on his website: the usable version is 0.24a13 . So If anyone wanna try 0.25 at own risk
