HCenc 0.22 released!

Major changes:
- multiprocessor support
- improved interlaced encoding
- more CLI input
- as usual some bug fixes

Also added settings for:
- priority
- colorimetry
- MPEG level
- Avisynth

I just wanted to say that I like the multi cpu support. On the same job, using a E6400(2.23 Ghz x2), the encoding average fps jumps from 20.4 to 25.2 !

I'm adapting HCMatic to support this (anyway, it is enable by defautl so HCMatic will propose to disable it).
