European player generally support PAL and NTSC because they are region 2 and this is also the region for Japan. The other reason is that both 50 hz and 60 hz power is existing in Europe so all screens are abble to handle signals paced at these 2 frequencies.
The problem in N/A is that often your systems (player and TV set) can handle only 60 hz, that is the NTSC standard.
So, if you would like to convert a PAL source you should at least change the fps to 23.976 (by decimating or slowing down the rate, but you will have to slow down the audio too in this second situation). Better is of course to downscale also the resolution to 480 lines that is the NTSC standard but it's not so critical.
