I'd like to be able to re-encode movies (similar to RE-MPEG2) and then remux the m2v file back into the DVD so that I can fit it into a DVD+RW.

My question is, can I use the KDVD template in conjunction with, IfoEdit and TMPGEnc Force Picture Type? If I want to remux the m2v back into the original DVD (on disk) using IfoEdit, do I merely need to keep I frame positions saved, and allow KDVD to re-encode within the DVD's set GOP but keep the Quantization matrix?

My limited understanding is that usually I Frames are where chapter
points are positioned, and if I preserve the I Frame positions I should
be able to remux the m2v back into the VOBs with Ifoedit. Given this, my theory is that we keep the 'I' frame positions using TMPGEnc Picture Type Setting, and still use KDVD's GOP?

You bet you can , but I suggest not going into "Force Picture Type". Use file prediction to target your wanted .m2v file size (minus audio size)

Use IfoEdit to automatically recreate your VOBs from your .m2v file

You can't use KVCD's GOP for DVDs. The maximum size is 15 (PAL) or 18 (NTSC) frames per GOP. The KDVD templates are already set to standard DVD compliant GOP, but the are patched with our Quantization Matrix, which will give you overall better MPEG compression and quality than any other matrix in the market
