I'm currently encoding 'The Others' and it's being VERY forgiving during file prediction. I think I'll go ahead with a two disc target just to see how much bitrate I can jam in there. Kwag, I remember you said ~3500 is about as high as max bitrate should go, any recommendations regarding the highest a minimum bitrate should go?? I'm up around 1500(!) right now, and still have plenty of room left!!

I use 2,500Kbps for compatibility reasons. I've found no need to go beyond that, even in action scenes. Only you can tell what's the max bit rate your player will handle

My JVC eats up 3500kbps no problem

But as far as minimum CQ bitrate goes, is it ever a bad idea to up that number?

I wouldn't go above 400Kbps. The higher you go on MIN, the more wasted bits on non action and dark scenes
