All encodings will differ, from film to film, it depends on the amount of high motion scenes, the brightness of the film(dark scenes I have found compress very efficiently) and finally the frame size.
Try encoding at 352x288 the PAL VCD standard. I have made many tests with PAl sources and have yet to cram 2hrs onto 1 cd. But I am plodding on. If your source is in 4:3(Full screen) it will be a far larger file than say a 16:9(wide screen) source as there is far less visible on the screen with the 16:9 source. Also if you have not used FitCd to generate an AviSynth script do so as I have found that the temporal smoother settings recommended by Kwag works wonders for the picture quality and the final file size.
Just keep plugging away at it, and I hope this is of some help.
