Forced mux rate
should be 0 (zero) even for SVCD.
This way you will let bbMPEG calculate the mux rate automatically.
If you set this value too low (the default value usually is) your mux rate will be too low for the data rate and you will start getting
PTS/DTS underflow messages. If you get very few of these messages, the decoder buffer will handle it and you will not notice any problem, but if you get a lot of these messages your video will start to freeze while the sound goes on. Anyway, to avoid these problems, set it to 0 and be happy.

File size will not be affected by it.
Now about
sequence-header aligning and
SVCD scan offsets.
The standard requires them, but no player does.

They are not necessary for proper playback, and not using them can save you unnecessary overhead.
