I have an AVI that is 29fps, it also has a "ghost" effect on the motion scenes. I was wondering is there a mwthod to get this encoded at 23fps and get rid of the "ghost" effect?

No, because someone has just deinterlaced the video without thinking about using Force FILM in DVD2AVI or IVTC'ing the video.

You can try Decimate() but it will probably only result in a jerky video.
