a time ago I wanted to push the limits and compressed "Pearl Harbor" @ 352x288 / 112kbit Audio to fit on one CD-R80.
I recommend too, not to waste your time by doing this in case of this movie. It fits, ok, but as already said ... to much action lets the CQ falling down extremely at this movie length and contents.
And a very low CQ at 352x288 (which you will obtain in this case, even when using avisynth) is a visual "disaster".
I ended up with 480x576 fitting two CD-R80s.. and quality was ok.

90mins is not much, so I would start to do a prediction on 480x576,
BUT .... as we know CQ doesn't only depend on a streams lenght but also on its "contents"! Even when using MA.
Cause, ... its not only the movement which lets the CQ fall down, its also the high frequent changing of bright and dark parts in a scene.
Just for testing .... even on a romantic movie (no action... well it depends
) ... encode your movie, open it using Bitrateviewer.
And maybe in a scene there is a closeup on a Watersurface touched by a very lot of raindrops including sunlight reflections .... you'll see the bitrate will rise up to the sky
