TMPGEnc: Jittery Picture

when I'm encoding The Animal the picture isn't coming out as smooth as the vob files play in powerdvd, it looks like it is freezing every few frames, the picture doesn't stop it still runs but jittery if you know what I mean.

anyone know how I can get the picture running smoothly?

Are you IVCT'ing the VOB's? ( if they're NTSC ).

oh sorry should of said it was pal, also noticed that it only happens when I use the kvcd templates.
