I have a DivX cartoon, and when there is any kind of fast motion it will have a "ghost" effect kind of like a double exposure or something, what filter or setting can I use to eliminate this?

Buy the DVD. There is no other choice;

This default is the result of a bad deinterlacing during first conversion and you can't remove, or even reduce, it now.
