After uninstalling and re-installing current and older versions of DVD2SVCD I am unable to get any version of the KVCD plugin to load an MA script into D2S that TMPGEnc can read correctly. I have prioritized the readavs.dll to number one and every time TMPGEnc pops up an error message says it cannot read the avs script. When I play the script in VDub or WMP they both say the files are unreadable or incompatible. When I go back to Bicubic resize in the Frameserver tab TMPGEnc encodes fine, but I want to load MA scripts and such and I am getting awfully frustrated!

Did you reinstall a YV12 codec ? If not, do it.
