It's a newbies tool, with almost no control over final settings.
There's no encoding at 23.976fps, only at 25 or 29.97fps.
This is a tool created by someone at "the other site", for people who want quick VCDs, with low quality results.
There is no prediction, so it uses calculated bitrate to fit a movie on one CD at constant bitrate (
