1. Is there such thing as a 3 inch DVD+/-RW?

It dosen't matter what format it is, I just really what an RW.

2. If so, where can I get the a good deal for them?

Yes it does exist, it's usually aimed at the dvd camcorder market inparticular the Sony dvd models. Not sure if this is exactly what your looking for though.

Could such DVDs be recorde with usual PCs DVD writers?

Yes, they can.
Just like the small CD-Rs.
