What software (Nero, etc) will back up a PS2 DVD to a new DVD, not CD, and what settings are necessary?

I can't help you that much as I don't even have a DVD burner but Nero can back up PS1 games so I would think you could use similar settings to back up a DVD...try enabling raw read mode and on errors write uncorrected (if these settings exist in DVD copying), and CloneDVD is apparently coming really soon.

have you tried DvDDecrypter?
For simple backups-duplicates of your dvd's (> 4.7 gb), 1:1 dvddecrypter creates an iso image and depending on your burner, it will burn the image to a blank dvd-r. if not you can try to use nero, fireburner, clone-not sure, vcdeasy-might, cdrwin-no clue, ....to burn the iso.

or an app like virtualcd may just load the image to a virtual(fake) cd/dvd drive and then use nero cdtocd or dvdtodvd copy.
