Believe it or not, my test bed machine is a Pentium II @500Mhz
It works flawlessly, but the response when changing menus is a little slow. So I suggest a P4 1.5Ghz or better, for instant response. However, if you have a WinTV PVR-250, because the encoding is done in hardware, there are no dropped frames, even at 704x480 on my 500Mhz machine

I had a ReplayTV. So I can say that the options that you get with MythTV are FAR beyond the features you get with ReplayTV. It just blows it away

Spend your money on the WinTV PVR-250. It's a jewel
But consider a fast processor too. You'll need it for quick response, and also because you'll be decoding your mpeg is software ( for playback ), get a good nVidia based graphics card with TV-Out.
I suggest you install KnoppMyth instead of trying to install MythTV manually on any Linux distro. KnoppMyth has already been tailored specifically for MythTV, and their site has a great forum with excelent support.
