The results are not reliable if the speed is not constant, and DVD-writers are generally better to use when testing discs. Also reading above 4x is known to be unreliable.

Verbatim isn't as good as it used to be. In fact, I am very sceptical regarding any 16x media.

If you still have the disc you burnt at 16x, try Nero Toolkit's Nero CD-DVD Speed and it's disc...

You should definitely use the speed your discs are branded for. The amount of data to be written every fraction of a second is huge at 16x which means you need to have a very good disc for it to work.
