Alright, so using DVDPatcher, I open up VTS_01_1.VOB, do I want to change the Vertical Size to PAL or the framerate (don't think I want to do that, right?) or what? Do I want to put in the bitrate...

DVD Authoring with PAL to NTSC patch?
