How can I know the average bitrate? when i load the template for kvcd tmpeg1 528x576, i have seen that tha maximum is 2500 and the minmum is 300?

I have just read That fabrice says: MPEG2 is better in tmpgenc xpress, and also in other subjects that mpeg2 is usually better in higher resolutions...

Is SKVCD(MPEG2)(352x576) better than KVCD(MPEG1)(352x576)?
and Why please? I think that is valide also for 528x576
