From the top of my head (as I doing only KDVD now): best for VCD is VCDeasy, but you can use mplex or bbmpeg. Or even Tmgenc, selecting "none standard VCD".

Logically DGindex indicated the delay to apply to the audio stream in the file name. It's not the case for you ?
