8mm film stuttering?

I have been playing some super8 reels from the late 60's and for the most part they play fine, but I have started coming across some stuttering and/or freezing while playing. I checked the holes on the side of the reels and it looks like they are enlarged/stretched. The parts that play fine and simple squares, but these parts are more of a rectangle than square. They're not huge, but if you look at them, you can tell they are not the same shape as the others. Is that what's causing the stuttering/freezing? How can this be fixed, or can it?

It can be fixed, yes, but not automatically.

Movie film can be permanently damaged by running it in a faulty projector at some stage. If you look carefully the sprocket holes in Super 8 are actually rectangles unlike Regular 8 which are squares and larger. But elongation due to projector damage is another thing. Some projectors are better than others at running films with damaged sprocket holes. There are movie film scanners which can successfully run damaged film and without adding to the existing damage.
