That doesn't relieve much quality loss at all. DV from analog tape looks oddly stark and noisy compared to lossless, even in monochrome. You still have noise that looks worse with DV compression...

PAL DV uses 4:2:0, and is not nearly as destructive. Though not identical, it does closely mirror the color quality seen on DVD (MPEG 4:2:0). And it's not an issue.

Have you tried respooling the tapes by fast forwarding them to the end and then rewinding back to the beginning? Its worth a shot to solve some playback issues. The playback looks like a damaged tape...
