Most images you have will be closet to 4x3 anyway, not 16x9. KISS (keep it simple, stupid).
I'd just make the 4x3 standard DVD and be done with it.

Replying as I read...

DPI is a print term, and does not apply to on-screen image. Screen images are measured by pixels.
If converting to DVD, the max pixel size will be 720x480 (or 720x576 PAL)....
