Certainly a S-VHS tape or S-VHS ET, The black stripes are clipping of the luma bandwidth since VHS has a limited bandwidth.

It looks a lot like the effect you get when playing a Super-VHS recording in a normal VHS player. Even if it's not a SVHS cassette later models of SVHS VCRs and camcorders could record in Super-VHS...
