When you mean "smooth," do you mean that a single frame is smooth, visually? Like, smoother lines, smoother gradients? And/or, do you mean the video motion is smooth? Like watching it on an old TV...

IME, with the TBC enabled, it will play back some PAL video signal... but not accurately enough to produce anything meaningful.
