Anyone knows the specification for video capture for this TV box? Like the bitrate, chroma sub, standards(PAL/NTSC) ?

WinTV HD boxes are "PVR style" capturing (from TV only), and generally must use the WinTV software. Not something for general capture like VirtualDub. The exact models vary, and I don't recall them all offhand. Some claim to "convert tapes", but quality and software is often a problem.

This one looks to be MPEG-2 hardware encoding, so I doubt anything aside from WinTV software will work with it. No VirtualDub, etc.

Searching Google for "WinTV-HVR-1955 virtualdub" brings up nothing.

Older PVR-250 and PVR-350 cards were excellent. But the PVR-150 was lousy, and most of the early HD PVRs were the same. I stopped paying attention after that. WinTV got worse, too. And it was never ideal compared to ATI MMC.
