I have a decent Beta Player which plays the tapes well when plugged into a monitor. After digitizing using VirtualDub the recording has lots of horizontal lines and the movements of people are slightly faster than they should be. The timing is normal when I play the original tape through the monitor. I am attaching some video and my settings. I don't know if this can or should be fixed after capture, or, better yet, can I change the capture settings to normalize the digitized speed of the video and hopefully also eliminate the lines? Looking forward to your suggestions. Thanks.

Looks like line timing errors, An external TBC should fix the signal since the VCR is indeed outputing a clean video, Your capture card doesn't know what to do with it.
