Virtualdub VHS has horizontal lines, color problems?

What virtualdubs filters/plugins should I use to enhance this video. There are a lot of horizontal lines, colors dont seem to be corrected, and also got a few green lines on the top. Any tips would be helpfull.

Time base correction is needed.
Specifically, line TBC, as foudd in better VCRs (or ES10/15) -- not frame TBC.
Software cannot currently fix this, hardware required.

The chroma issues are somewhat easier to fix, with VirtualDub (CCD), Avisynth (KNLmeanCL) or combo of both.
