2nd gen VHS quality has multiple problems?

I'm starting to figure out the corrections I need to make on most caps but I don't have any idea what to do with this 2nd gen VHS copy

I'm not too worried about the shaking, it's everything else.

Apart from some color correction to remove the green cast and some stabilization there is not much you can improve. No details neither colors are present.
