I transferred Super8 film with company using Lasergraphics Scanstation (2K HDR scan). So the scan as good it gets pretty much. The scene was shot indoors and has lots of noise. I used Selur Hybrid (Vapoursynth) to remove noise (QTGMC +6) and TemporalDegrain (default settings) but it didn't have much impact.

Based on the screenshot of raw footage, is this considered noise or grain? And which filter should I consider using?

P.S. In a separate process, I denoised the scene in Premiere Pro with NeatVideo5 and that did a nice job.

That's chroma noise, easy to remove in VirtualDub with CCD filter.
Avisynth/Vapoursynth cNR filters are inferior.

I wouldn't consider myself a wizard at Avisynth by any means, but I have been using a combination of TemporalDegrain2 and RemoveDirtMC at low settings (never above 40, usually 20 or 30) to denoise Super 8 films digitized by an old MovieStuff Retro8.
